Council reviews draft general plan goals, agrees to postpone adoption for further review

Emery’s planning and zoning draft general plan, which lays out goals to preserve residential areas, support local livelihoods, improve trails and protect historic character, was presented to the council and sent back for additional review.
A staff member (S4) read the goals aloud and asked councilors to flag any items that do not align with the council’s priorities. “Goal 1, preserve and enhance residential areas. Focus new housing within existing neighborhoods and service areas,” S4 read; the presenter urged members to review the first-page goals carefully and suggested delaying adoption until all councilors, including the absent member, had time to comment.
Separately, the council discussed a water-connection application from Brad Jorgensen. Staff and public-works contact Garrett confirmed that hookups were feasible in the requested location; councilors said they are generally inclined to approve requests that meet special-service district and sewer requirements and asked staff to process the connection once Garrett confirms technical feasibility.
Councilors also discussed property maintenance and the desirability of encouraging rehab or removal of derelict homes before outward annexation. No ordinance or adoption vote occurred; the council directed additional review of the general plan and agreed staff should continue processing feasible water connections under existing service rules.
