Council moves to clarify $9,000-a-year tractor lease and seek title documentation

The issue arose when council members reviewed the invoice report and said they had paid recurring lease bills but had no clear documentation that ownership transferred. “It’s a lease, and we got a bill this for $9,000,” a council member said; another noted that a title-company search “will be $400 to start doing” the historical search. Chair (S3) said he would “approach Morgan to see what he wants to do with that” and report back to council.
Members recounted making payments since about 2022 and said there may have been a down payment or trade at the time of acquisition, but that the vendor has not yet provided title paperwork. The council asked staff to search past minutes and records for a contract and to follow up with the vendor for a buyout price or clear end-of-lease documentation. No formal purchase was approved; the council instructed staff and the chair to investigate and return with documentation.
The item was discussed as part of routine business; no binding vote to buy the machine was recorded on the tape. The council also approved the January invoice report and routine payments earlier in the meeting.
