The director of wastewater said the city has completed many collection‑system and treatment‑plant upgrades since the 2018 master plan, but flagged outstanding items and regulatory uncertainties. “We are currently undergoing a reservoir dam breach analysis,” the director said, noting that the 70‑million‑gallon reservoir review could trigger additional improvements depending on the Arizona Department of Water Resources review.
Staff also identified PFAS monitoring and potential removal for liquid or solids as a regulatory unknown that could require future capital or operational investments. For financing, staff said the wastewater rate study will be advertised in spring (RFP) and begin in the next fiscal year; the study will present alternatives, phasing and the rate levels needed to fund both operations and planned projects.
For very large projects (tens of millions) staff indicated city cash could fund near‑term carryovers but that debt issuance (bonding) would likely be recommended once project costs exceed the practical pay‑as‑you‑go threshold.
