Sedona’s sustainability program briefed council on the Climate Action Plan, municipal sustainability priorities and a decarbonization roadmap that informs FY27 CIP requests, prompting council debate about cost, timing and measurable returns.
"The climate action plan ... target number is the reduction for community emissions by 50% by 2030," Sustainability Manager Bryce Beck said, reporting a community emissions level roughly 8% below the 2018 baseline and municipal operations about 50% below baseline. Staff proposed targeted design work to refine costs for building electrification, EV infrastructure and HVAC upgrades.
Councilors questioned the scale and timing of a roughly $10 million decarbonization package presented by staff and asked for evidence of cost savings or cost avoidance to justify the outlay. Several members said they wanted clearer ROI projections and phased pathways that could be adjusted according to grant outcomes and utility partner commitments.
Beck and staff said many capital numbers reflect early planning estimates and that the decarbonization design contract will refine costs, potential utility savings and grant strategies; council directed staff to include ROI, grant leverage and phased alternatives in the Feb. 25 work session materials.
