Sedona council unanimously adopts updated consolidated fee schedule

The Sedona City Council voted unanimously to adopt updates to the city's consolidated fee schedule, approving resolution 2025‑18 and ordinance 2025‑12 after a brief presentation and clarifying questions from council.

Joanne Cook, the city clerk, said the annual consolidated schedule includes updates from three departments: a short‑term rental permit fee change from the clerk, an information‑technology GIS fee increase and public works fee adjustments. She told the council the short‑term rental late fee will be added to the consolidated schedule and implemented Jan. 1 after the schedule is approved.

Councilor Kinsella asked specifically about a public‑works "project permit inspection" fee that the packet called out and whether the new language represented a reduction or a change in how hours are prorated. Kurt Harris, public works director, said the right‑of‑way permit cost in question had "never been used to date" and was included for consistency; he said the likelihood of the fee being applied beyond an hour was "very remote."

Kinsella moved to approve the resolution; the motion was seconded and carried without dissent. Kinsella then moved to adopt the ordinance amending City Code Title XX to incorporate the consolidated fee schedule; the motion passed unanimously.

The council did not receive any public testimony on the item. Cook said the packet contains a fee justification breakout for the short‑term rental late fee and that staff would implement it consistent with the ordinance council approved on Oct. 14.

The ordinance and resolution create a consolidated public record of the 2025 fee amendments; councilors said they expect the updated PDF and corrected page numbers to be distributed to the dais and posted next week.
