Hamilton County commissioners approve ARPA reallocations, salt-storage contract and consent agenda items

The Hamilton County Board of Commissioners on Oct. 17 approved multiple administrative and budget measures, including an American Rescue Plan Act reallocation totaling $1,790,000, a purchase contract for a salt-storage facility and a multi-item consent agenda.
Administration proposed reallocating $1,790,000 in ARPA funds to four areas: $479,470 for an Emergency Management Agency (EMA) warehouse project; $478,349 for food assistance; $478,349 for senior utility assistance; and $358,307 for stormwater flooding reduction projects. The administration recommended approval, and the board voted in favor by voice vote.
On capital procurement, the county engineer presented a $355,743 cooperative purchase contract with ClearSpan Fabric Structures for the design, purchase and installation of a salt storage building at the county’s western maintenance location (listed as 6950 Ripley Road in Coleraine Township). Commissioners asked about site location and existing storage facilities; the item passed on a recorded voice vote with the board’s affirmative votes.
The consent agenda (items 2–12) included: the September financial transaction statement; a $900,000 budget adjustment for a probation recidivism grant and other reconciliations; bid awards and contracts totaling $818,633 (with the largest being an amendment with Champlin); a $221,144 purchase order acceptance for clerk-of-courts furniture; a $240,969 vehicle purchase for EMA; the Aramark preseason cleaning award at Paycor Stadium for $232,155; a $750,000 MOU between DDS and JFS for placement of children; a $657,000 single-source agreement for residential treatment services; and the treasurer’s monthly investment report.
During discussion, commissioners questioned the Aramark award and the procurement process after staff reported 22 vendor inquiries but no competing bids. Administration said the Aramark agreement is a one-year contract with renewal options and contains a termination-for-convenience clause; staff agreed to flag the contract ahead of future renewal decisions so commissioners can consider alternatives.
Votes and procedure: The board moved, seconded and approved the ARPA reallocation, the ClearSpan contract and the consent agenda by recorded affirmative votes. Commissioners then approved a motion to convene an executive session to discuss the acquisition of property; that motion also passed.
What to watch next: Administration said there will be subsequent reallocations of ARPA funds as some previously planned projects will not move forward; staff offered to meet with commission offices to review priorities and timing for future allocations.
