County reallocates $3.15M in ARPA funds and approves multi-million-dollar year-end budget adjustments

The administration recommended approval and the board voted to adopt the reallocation.
The board also approved budget adjustment number 45 (By-leave 2) totaling $5,463,000 to address year-end needs across courts, probation, planning, sheriff’s offices, health and social services and other departments. By-leave 3 (budget adjustment number 46) funded capital projects including allocations the administration described for the Hillcrest renovation (transcript records the figure as "6.02"), $2,200,000 for a sheriff fingerprint system, $2,680,000 final appropriation for the Hilltop project, and $507,000 for Justice Center fire alarms.
Alito recommended the adjustments as part of standard year-end fiscal housekeeping and capital planning; commissioners moved and approved the measures. Chair Denise Treehouse noted these were “big items we’ve been working on for a long time” and said she was glad to see the projects moving forward. The board recorded affirmative votes from commissioners present and excused Commissioner Reese.
