York County commissioners approve routine claims, interlocal adult drug court agreement and several administrative actions

At its July 26 meeting the York County Board approved payroll and vendor claims, authorized the deputy treasurer on county bank accounts, approved an interlocal adult drug court agreement and housing rehabilitation projects, and heard an update on public transportation vehicle funding and budget pressures.
The York County Board of Commissioners took several administrative actions and heard updates on county services during its July 26 meeting.
The board approved payroll and vendor claims on a motion and roll call. Members also authorized the county’s deputy treasurer to be added to three checking accounts to ensure continuity while the treasurer is out of the office; the discussion included a suggested authorization term through the end of the calendar year.
The board approved an interlocal agreement for the adult drug court after the county attorney and chair described a revision that removed a previous joint-county reference; the board authorized the chairman to sign the corrected agreement.
Commissioners considered housing advisory committee recommendations for rehabilitative projects (referred to as project numbers 23 and 24 and related entries). Board members noted one project received a single bid that was higher than the estimate but moved to approve the committee’s recommendations. The board’s visitors committee also recommended a grant for the Yorkshire Playhouse, which the full board approved (see separate item).
Lori Byers of York County Public Transportation reported the Nebraska Department of Transportation rejected the county’s second vehicle application because the vehicle types requested are no longer offered; she said the lower-floor minivan the county had ordered rose in price from $48,000 to $65,000 and asked the board to put ARPA funding for a replacement vehicle on a future agenda. Chair and commissioners asked staff to investigate pricing and dealer quotes prior to the next meeting.
During committee reports, commissioners described road work (including a temporary closure on Road 4 Bridal for bridge approach repairs), staffing challenges in the roads department and correctional/custodial pay pressures. The chair and others said state pay increases have tightened local recruitment and retention; the clerk’s office reported roughly 12% turnover since the start of the year. Commissioners said they anticipate additional budget workshops in August to address pay and other pressures.
The board also recognized communications center staff: a county presenter commended communications officers Kaylee Ruiz and Rachel Borges for their work during a Feb. 8 incident involving a vehicular pursuit and a resulting train crash, citing dispatch coordination and interoperability as exemplary.
With no further business, the board recessed to conduct jail visits and planned to reconvene as the Board of Equalization about 25 minutes later.
