The South Lebanon City Council on March 5 conducted a series of votes covering emergency measures, appointments and routine financial business. Key outcomes:
- Emergency Ordinance 2026-01 (sewer improvement fund for the River Corridor project): Waiver of two readings passed and the ordinance was adopted by title only (vote recorded as unanimous ‘Yay’ by members present).
- Emergency Resolution 2026-07 (rescind Resolution 2026-06 designating the clerk as the public records officer): Council waived the two-reading rule and adopted the rescission by title only after the mayor explained the clerk is resigning and an interim assignment will be needed.
- Emergency Resolution 2026-2008 (authorizing agreement with Warren County Engineer’s Office to purchase road salt for the 2026–2027 winter season): Waived two readings and adopted by title only; motion carried unanimously.
- Amendment to Rules of Council (section H1 to permit audio/video recording devices): Council read proposed language and approved an amendment that permits audio/video recording for maintaining meeting records while allowing reasonable regulation by the mayor/chair.
- Appointments: Linda Allen was named the city representative to the Warren County Regional Planning Commission with Sharon Carmack as alternate; the motion carried. The mayor also recommended Lisa Feder as council representative to the Board of Zoning Appeals; that motion carried with one recorded 'Nay' (Smith).
- Routine approvals: Council approved invoices, accepted the January financial statements and approved the minutes of the Feb. 19, 2026 meeting; all passed.
- Personnel/executive session: The clerk of council, Jennifer O’Brien, announced her resignation effective March 11, 2026. Council entered executive session under ORC 121.22(G)(1) to consider employment matters and returned to open session stating that no action was taken.
