Wheeling swears in new deputy police chief, commander and three new fire lieutenants

The Village Board recognized a series of public‑safety promotions at its Feb. 2 meeting, swearing in new leadership across the police and fire departments.

Chief Kopecky introduced Deputy Chief Troy Mussoff, who brings 22 years with the Wheeling Police Department, and said Mussoff has served in patrol, investigations and as an instructor on active‑shooter and school‑safety management. Mussoff was sworn in and thanked family and colleagues for support.

Chief Kopecky also introduced Commander Duran (Dorianne) Swanson, whose 29‑year career includes work as a school‑resource officer, training roles and leadership positions. Swanson took the oath of office and acknowledged department members and family in the room.

Fire Chief Scott Salala introduced three promoted lieutenants and described a new staffed ladder‑truck position. Bradley Cliff, Daniel Caruso and Jeffrey Schufeld each took the oath for lieutenant, thanked their families and colleagues, and pledged to serve their crews in the new roles.

"Leadership isn't defined by the position you hold; it's defined by the responsibility you accept," Deputy Chief Mussoff said after his swearing‑in.

The board recessed briefly for refreshments following the ceremonial recognitions.
