West Windsor adopts two ordinances updating municipal fees and escrow requirements

The West Windsor Township Council on Aug. 26 adopted two ordinances that raise and clarify municipal fees and escrow procedures.
Ordinance 2025-12, which amends Part 2, Chapter 82 of the township code governing miscellaneous licenses, fees and permits, was approved following a short public hearing. David Paris, a volunteer with the Schenck Farmstead, urged the council to consider raising rental fees for the historic site so the facility’s upkeep is sustainable. After no additional public comments, the council closed the hearing and approved the ordinance by roll-call vote (all members voting yes).
The council then opened a public hearing on Ordinance 2025-13, which adjusts escrow deposits, application fees and inspection fees. No members of the public spoke on the ordinance. Mike, a township staff member, explained that escrow accounts are funds applicants place up front to cover outside professional review fees (planning board attorney, engineer, planner); any unused escrow funds are returned to the applicant. The ordinance passed on a unanimous roll-call vote.
In related business the council approved the consent agenda, which included bills and claims and two administrative recommendations: R-180, authorizing the mayor and clerk to execute a reimbursement agreement with Elements at West Windsor Homeowners Association for trash, recycling and snow removal costs; and R-181, authorizing a settlement agreement with the Mercer County Construction Board of Appeals. All consent items were approved by unanimous vote.
The council also pulled Ordinance 2025-14 (to establish Chapter 166 on towing and storage of vehicles) for further language revisions and deferred it to a future meeting.
What happens next: The adopted ordinances will be incorporated into the township code, and implementation details (fees, effective dates) will be posted on the township website and reflected in administrative forms handled by the clerk’s office.
