Sam Jackal, human services manager for the Department of Community Health, told the board the CPWI position supports substance‑use prevention among middle and high‑school youth and is funded by a health‑care authority grant. "This is grant funded and without filling this position we would potentially lose that funding," Jackal said.
Commissioner Clayton moved to approve the request and the Chair seconded; the vote carried 2‑0 with one commissioner absent.
The board recorded no objections and directed staff to proceed with hiring under the exception. The item was presented as an action to preserve an existing grant program rather than to create a new recurring county position.
