Cheryl Castro, the district's executive director of curriculum and assessment, reviewed proposed revisions to policy JFABC (admission of transfer students) and related policy/regulation JFABDA/JFABDA-R designed to align district practice with recent state statutory changes.
Castro said House Bill 2645 added requirements for how academic credits are evaluated and counted for students in foster care who transfer into the district, including updated language about counting core versus elective credits, allowing competency assessments to award full or partial credit, and specifying that records and graduation-plan updates should be completed within 10 business days (the policy language was changed from "days" to "business days" pending confirmation from the Arizona Department of Education).
Castro also described a new table added to the packet comparing state minimum credit requirements and CFSD graduation requirements to make transfer expectations clearer. On procedural changes to JFABDA-R, she explained edits such as correcting abbreviations and clarifying best-interest determinations for students in the custody of DCS.
A board member moved to approve the revisions to both the policy and regulation as corrected; the motion carried 5-0.
