Westover said the revisions implement requirements under federal uniform guidance, specifically 2 CFR 200.214, and extend the check to procurements under non‑procurement transactions such as grants or cooperative agreements expected to equal or exceed $25,000. She told the board there were no additional revisions following the first reading held Nov. 4.
A board member moved to approve the policy and regulation as presented; the motion was seconded and carried 5–0. President Jackson announced the motion carried.
The change requires staff to verify whether a vendor or its principals are suspended or debarred before expending federal funds for covered purchases; staff and the board did not discuss implementation timelines beyond approval.
