Skagit County held a brief session Jan. 15, 2026 to swear in Joe Burns as the county commissioner for District 3. Judge Laura Racquelene administered the oath of office during the ceremony and congratulated Burns after he repeated the pledge to uphold federal, state and local laws.
Commissioner Joe Burns, who said he was “humbled by this opportunity to serve our community,” thanked the crowd and described his background, saying he is stepping away from service as a city council member and previously worked as a high school auto shop teacher. Burns said he has four years of elected-office experience and looks forward to serving in his new role.
The oath, administered by Judge Laura Racquelene, included the pledge to support the constitutions and laws of the United States and the state of Washington and to discharge the duties of the office of Skagit County Commissioner for District 3. After the ceremony Burns invited attendees to a brief reception at Skagit River Brewery.
With no other business on the agenda, the chair declared the meeting adjourned.
