Skagit County votes to provide legal defense in two recall cases, approves consent agenda including $1.9M culvert contract

The Skagit County Board of Commissioners on Feb. 2 approved resolutions to provide legal defense for two commissioners facing recall actions and passed a multi-item consent agenda that included public-safety and infrastructure contracts.
The chair introduced a resolution to provide legal defense for Commissioner Ron Wiesen in two recall-related cases (case numbers read into the record and RCW 4.96.041 cited); the chair said they would recuse from that item. The board moved, seconded and passed the item, with the chair’s recusal noted in the record.
The board then considered a similar resolution to provide legal defense for Commissioner Peter Browning; Browning announced his recusal from that item and the board approved the resolution.
During commissioner reports and discussion of miscellaneous items, commissioners highlighted several approvals that later appeared in the consent agenda: an award of $37,000 to the Development Alliance of Skagit County for marketing and administrative services; an annual $14,000 contribution to the Skagit Shooting Range to support sheriff training; and the county’s Concrete Community Center tenant-improvement project, described as more than $1 million in upgrades.
Commissioner Burns moved to approve the consent agenda items 1–26, including all ratifications, vouchers and warrants for Feb. 2, 2026; the motion was seconded and approved on voice vote. The consent agenda also includes a construction contract for the South Austin Creek culvert repair capped at $1,906,652.50.
Chair closed the regular session and said the board will reconvene at 1:30 p.m. for a Public Works work session on flood damage issues.
