Monte Vista council approves signatory-authority change and 2025 budget amendment

The Monte Vista City Council voted to adopt two administrative resolutions addressing signatory authority and a 2025 budget amendment.

Resolution 2026-06: signatory authority Staff presented Resolution 2026-06 to update the city’s signatory authority on checks and related instruments. The resolution removes a former signer and adds Mayor Pro Tem Lauren Howard and Finance Director Judy Phillips as authorized signatories; staff stated the city will maintain a dual-signature process so that a council member or the mayor must sign alongside a staff signatory. Councilor (speaker 7) moved to adopt the resolution, it was seconded and the motion carried on recorded voice/roll-call votes.

Resolution 2026-07: 2025 budget amendment Finance staff explained that Colorado law requires a budget amendment whenever expenditures exceed appropriations in any fund. The amendment addressed three funds: the airport grant fund (to account for expenditures that crossed fiscal years), the Kids Connection Fund (a transfer from the general fund to cover overages) and the Capital Improvement Fund (to cover a $44,669 overrun on the alleyway project). The staff memo and public reading described the transfers and noted that the amendment would not change general fund balances because revenues matched expenditures in the adjusted accounts. Council moved, seconded and approved Resolution 2026-07 by roll call.

Votes and outcome For both resolutions the council recorded affirmative votes during roll call. The meeting record shows recorded "Aye/Yes" responses and the mayor declared the motions carried. No amendments to the resolutions were proposed during the public meeting.

Next steps Staff will implement the signatory changes in the city’s banking processes and will process the transfers and appropriations outlined in the budget amendment. Council did not require further hearings for these administrative items.
