The Carroll County Administrative and Technical Transportation Committee, meeting virtually, achieved a quorum late in the session and approved the Nov. 20, 2025 meeting minutes by roll call.
"So moved," said Matt Deitchley of INDOT when he made the motion to adopt the minutes; Sheriff Tony Leggett seconded and the chair completed the roll call, recording the motion as approved by the members present.
With the meeting established as official, staff reviewed the MPO’s 18-month letting list and reported no substantive changes from the prior version. Staff noted a project with a next letting expected in July 2026 on State Road 22 and confirmed that a bridge-replacement project at Old State Road 25 over Deer Creek had a successful bid letting in December and was awarded.
Mayor Yates asked members to help publicize an upcoming closure: "Monday, March 2, will be the closure of Old Stuart 25 for bridge reconstruction," he said, asking that truck traffic be diverted away from the downtown district while the work proceeds.
After checking the streamed channels for public input and finding no comments, Mayor Yates entertained a motion to adjourn; the committee voted in favor and the meeting ended with thanks to staff for accommodating the schedule change.
