Frederick County school officials outlined plans to pilot artificial-intelligence software tied to existing campus cameras to augment emergency detection and perimeter monitoring, while board members pressed staff for privacy safeguards and cost details.
At the Aug. 11 Buildings & Grounds Committee meeting, Mr. Conlon described how AI analytics would integrate with the district’s cameras and a security operations center to detect smoke, fire, medical emergencies, occupancy and suspicious behavior and then route alerts to dispatch and onsite administrators. “It doesn't have that ability. It's not one of the aspects of the units that we look at or that are used within the schools,” Conlon said when asked whether the system uses biometric identifiers, adding that the systems would “follow with all FERPA protections.”
Conlon and other staff highlighted non‑surveillance benefits such as rapid detection of someone collapsing in a hallway and improved mapping to emergency responders. He described the systems as supplementary rather than replacing existing staff or SROs: “This is just an added layer…we're adding those pieces in there because…we're only able to be in so many places in the building at once.”
Board members asked how the systems learn, whether vendors use subscription pricing or capital purchases, and whether AI might generate false positives (for instance, flagging a hoodie as “suspicious”). Conlon said vendors supply pretrained models and the systems continue to adapt to local patterns; a staff member gave a high-level cost range of roughly $10,000–$15,000 per high school for AI implementation, depending on options.
The committee also discussed bathroom monitoring and vape detection. Conlon and others stressed they do not propose cameras inside bathrooms for privacy reasons, but said non‑optical sensors and vape detectors merit evaluation. A staff presentation previewed vape-detector costs averaging about $1,400 per unit and indicated the district might need several hundred units to cover all schools; staff said they will present details to the Instructional Committee and return with firm cost and coverage estimates.
What happens next: staff proposed creating a pilot at one high school, evaluate vendors and return recommendations — including specific privacy and integration safeguards — before any procurement.
