Applicant Charles Pickard, vice president of the nonprofit New England Mountain Bike Association, said the organization plans to cap participants at 250 (about 100 fewer than earlier editions) to account for reduced parking and staging needs and to minimize impacts. Pickard described coordination with the parks director and police for traffic control and a course sweep and cleanup plan: "Every scrap of paper and plastic is scooped up" within 24 hours, he said, and organizers would limit activity to park areas and avoid Mercy Woods trails.
Councilors asked about closures and means of egress; the mayor and parks director worked with the applicant to ensure two means of egress and contingencies for a concurrent wedding at the lodge on the weekend. The council approved the license by voice vote, 7–0.
