City Administrator Chad Baugh notified the Adrian City Commission on March 2 that a BMX pump track located on city‑owned land near the Kiwanis Trail is under administrative review and that city staff are checking maintenance responsibility, safety and design compliance.
Baugh told commissioners the track appears to have been installed decades ago and that the city engineer posted signage indicating it is under review. "Our city engineer put a sign up to let everyone know that it's under administrative review," Baugh said, adding that the clerk confirmed the city’s liability insurance covers the feature for now.
Engineering staff described the track as "very robust" and noted it may be maintained by local cyclists. Commissioners asked whether the city had any records of injuries; Baugh said Public Safety had no reports in its files. Staff recommended gathering information on who maintains the track and — if the city chooses to retain it — defining costs and any necessary design work (including ADA access) with engineering and parks staff before returning any formal proposal to the commission.
The commission did not take immediate action; staff characterized the item as informational and will report back with recommended next steps if the city decides to assume ongoing responsibility or to modify the site.
