Planning staff presented a proposed 224‑unit multifamily development on about 15.68 acres along Everett Road, describing the site history (part of an earlier 94‑acre PR rezoning and the Hickory Village mixed‑use approval) and noting that while prior approvals existed the current site plans are no longer vested and required new approval.
The project includes eight 3‑ and 4‑story buildings with 1–3 bedroom units, a clubhouse, pool, dog park and a small children’s playground. Staff flagged changes from the prior approval including a greenway easement, additional rear landscaping and a revised traffic study recommending a multi‑way stop at Everett and Yarnell and advanced "stop ahead" signage on Everett Road approaches.
Staff recommended approval with five conditions, one of which requires implementing traffic‑study recommendations during the design phase as required by Knox County Engineering and Public Works. Commissioners raised concerns about sanitary‑sewer capacity in the area and whether TDEC or West Knox Utility permits could affect the project; staff said sewer availability is checked at permitting and applicants must indicate service availability.
Staff left a recommendation for approval with conditions for the commission to consider at the public hearing.
