The Kenai Peninsula Borough Planning Commission voted Dec. 8 to grant a conditional land‑use permit to reopen the Robinson Loop material site for DOT’s Sterling Highway Safety Corridor improvements, but only after adding limits and safeguards demanded by residents.
The permit, adopted as Planning Commission Resolution 2025‑33, was amended on the floor to require that “material extraction activities including equipment operation may only occur between the hours of 6 a.m. and 9 p.m. Alaska standard time,” that all on‑site equipment use multi‑frequency white‑noise backup alarms, and that earthen berms specified in the resolution be increased from 6 feet to 10 feet. Commissioners also added a condition requiring a public hearing if the permit is renewed at five years instead of processed administratively.
