The Shenandoah City Council on Feb. 25 approved change order No. 3 for the Terminal West water and sanitary utilities project, adding $246,665 to the contract to cover adjusted quantities and railroad‑related work.
City project staff explained the package includes final quantity adjustments and additional work required when railroad design changes occurred during construction. "This project is basically pretty much complete," one staff member said, describing the change order as cleanup to reflect extra piping, casings and inspection costs tied to working near the railroad.
The council discussed funding: staff confirmed the project remains funded with ARPA dollars and that city staff are working with the county to seek assistance for additional charges. A council member pressed for detail on quantity overruns; staff described extensions of utilities as additional linear feet of piping, valves, fittings and force main work required under the tracks.
Council member concerns about inflation and railroad requirements were noted; staff said discussions with the county and contractors continue to finalize the remaining allowances. The motion to approve the third change order carried on a voice vote.
Staff said the majority of the work on the West and Northeast sides is finished and that final documentation and payments will follow as the city reconciles quantities with the contractor.
