Commission staff told members they are actively testing the electronic financial-disclosure management system (EFDMS) and preparing automation for fines and in-system payment and appeals processes. "We are testing the fines aspect of the system, the rollout of which we expect to take place in April now," staff said, adding that the $25-per-day automatic fines (capped at $1,500) will then be assessed, paid and appealed within the EFDMS platform.
Staff said the automation will streamline late-filing notices and allow late filers to pay fines from within the system at the time they file. The director said preparatory work for the filing season includes finalizing filer lists, revising email templates and FAQs, and that filer notifications are anticipated to be emailed in mid-May. Staff described the fines automation as the last piece of the e-filing rollout and said they expect the system to transition from active build to maintenance later in 2025.
Commissioners did not withhold adoption of the broader e-filing strategy while staff continues testing; staff asked for continued latitude to finalize testing and implementation tasks ahead of the filing season.
