Commission approves seasonal e-filing call-center contract with ROICX for roughly $262,416

The Commission on Ethics authorized staff to negotiate and execute a contract with ROICX to provide seasonal call-center support for electronic filing and filer assistance, with staff reporting a proposed contract amount of $262,416.

Staff summarized the competitive procurement process, saying an RFP and technical evaluation by staff and cost scoring by the Office of Legislative Services produced ROICX as the highest-scoring vendor with the lowest cost. "ROICX received the highest overall score, they had the highest technical score, and they had the lowest cost," staff told commissioners. The director said the proposed amount is seasonal and that the vendor's lower hourly rates and waived fees accounted for a roughly 50% reduction from last year's overall call-center cost.

Commissioners asked how the cost drop was achieved and for an explanation of how cost was scored relative to technical points; staff explained that cost scoring awarded higher points to lower-cost proposals. Staff also noted the call center would be seasonal (May–August peak disclosure season) and that the funds would come from the commission's carry-forward budget. After discussion, the commission moved to approve the spending authorization and the motion passed unanimously.

Staff said the vendor selection and amount are for the upcoming disclosure season; future renewals or negotiations would be addressed in accordance with the contract terms.
