Libby council approves annexation of Clark property with narrow opposition

The Libby City Council voted to adopt Resolution 2043, extending city limits to annex a parcel owned by Eric and Sarah Clark and zoning it Business-Residence. Councilor (Speaker 10) moved to adopt the resolution and the motion carried after a voice vote; one council member opposed.
Mayor Williams opened the item by reading the resolution language describing the parcel and citing the statutory process. Speaker 10 said, "I'll make a motion we adopt resolution number 2043." After a second and a brief discussion on municipal services and taxation, the council called for public comment.
Resident D C Orr challenged whether the annexation fully accounted for sewer infrastructure and impact fees, saying the Port Property has its own sewer and that the city may be assuming costs without a cohesive policy. Orr said residents who have damaged groundwater would be the true aggrieved parties in IP settlements and urged the council to seek independent legal advice; his remarks were part of public comment and were not a formal protest on the resolution vote.
Following the public hearing and discussion, the council voted; the mayor announced the motion carried and that the clerk would file the resolution with the Lincoln County Clerk and Recorder as required by statute. The council directed staff to proceed with the annexation steps outlined in the resolution.
