The board also ratified a renewal with Burlington English to provide an online English‑language‑learning program for Rialto Adult School learners (effective Aug. 10, 2025–July 8, 2026) at a cost not to exceed $67,200, funded by the California Adult Education Program (CAEP) and the Workforce Innovation and Opportunity Act (WIOA) funds.
A proposal to contract with Ide Bailey LLP for audit services across three fiscal years (2025–26: $68,000; 2026–27: $72,000; 2027–28: $76,000; total not to exceed $216,000) drew sustained board discussion about rotating auditors and obtaining “fresh eyes.” Several board members said they support testing the market periodically; others noted the advantages of a large firm with continuity. When the board recorded its votes the student board member and four regular board members voted no, while the president and vice president voted in favor, producing a recorded outcome that indicated more nays than ayes on that contract item.
The board approved a tentative settlement agreement with Communication Workers of America Local 9588 and Rialto USD, adopted Resolution No. 252614 certifying sufficiency of instructional materials for 2025–26, and adopted Resolution No. 252615 to continue a state preschool funding application for 2026–27.
The board also denied liability claim #252606, took action on multiple administrative‑hearing case numbers, and recorded votes on student discipline items including expulsion reinstatement case #232460 and reinstatement of expulsion case #242550.
