County opens public hearing and agrees to pursue $355,000 CDBG pass-through for 4 Corners Health

York County commissioners held a public hearing Feb. 21 on a proposed $355,000 Community Development Block Grant (CDBG) pass-through to 4 Corners Health Department and authorized staff to move forward with a memorandum of understanding.
Tom Lewis, who said he was representing the CDBG process, told the board the Nebraska Department of Economic Development invited only a few eligible applicants and that 4 Corners is eligible to apply for a CDBG award of $355,000: $340,000 for facility renovations, $10,000 for administration and $5,000 for construction management. "$340,000 will be applied to central renovations at their facility," he said.
Laura McDougall of 4 Corners described urgent facility needs: an inaccessible, damaged front ramp, no accessible restrooms, and failing furnaces (she said nine of 11 units need work or replacement). McDougall said asbestos removal had already taken place in part of the building and urged support to keep the health services local.
Lewis explained the county must serve as the official applicant and enter a pass-through Memorandum of Understanding (MOU) with 4 Corners; the county’s role would be administrative oversight and processing reimbursement requests. Commissioners asked whether a local match was required; Lewis said this particular CDBG opportunity does not require a local match, though cost overruns would be the responsibility of 4 Corners.
The board closed the public hearing, agreed to place the MOU on the March meeting agenda with supporting exhibits, and authorized the chair to sign grant-related documents and the MOU so staff can proceed with application steps and required citizen-participation forms.
