Commissioners approve $15,000 to help Gresham build park pavilion

The York County Board of Commissioners voted Feb. 21 to provide $15,000 from visitor improvement funds to the Village of Gresham for construction of a 30-by-40 pavilion at Blackbird Park.
Bob Suller of the York County Justice Bureau introduced the request and noted the Visitors Bureau had recommended the $15,000 contribution. A community representative from Gresham described fundraising that has already netted about $13,000 in donations and event proceeds and said volunteers will supply labor for the pavilion.
"The application shows roughly $26,000 in materials and a volunteer workforce — $15,000 from the Visitors Bureau will get us across the finish line," the presenter said.
Commissioners discussed fund availability and the county’s reimbursement practice. The board confirmed the county would reimburse project expenses after receipts are submitted rather than advance funds, and that additional requests could be brought back if cost overruns occur.
The motion to accept the Visitors Bureau recommendation carried by roll call. The board noted the fund balance holds money for small community improvement projects and emphasized the project’s local volunteer involvement.
The pavilion project will move forward subject to the standard reimbursement process; staff said the project may return if the applicants later request additional funds.
