Scott (city staff) told commissioners U‑Cycle will run a spring curbside bagged leaf collection the week of April 13 and reminded the commission the next SAC meeting is scheduled for April 7 at 7 p.m. He also confirmed recycling vendor data is being collected for the annual report and that a city ordinance requires licensed haulers to provide annual waste data.
Commissioners turned to business recycling and how U‑Cycle might expand commercial services. One committee member said the city does not currently offer business recycling and suggested a survey of local businesses to identify current recycling practices, obstacles and interest. "The survey seems good," a committee member said, and another suggested using the Champaign County economic development group to reach businesses and add relevant questions to an existing survey.
Council staff cautioned that requiring businesses to recycle could be legally complex and could drive business to neighboring jurisdictions that do not require recycling; Scott said cities elsewhere in the U.S. have required business recycling but he could not immediately identify an Illinois example. Commissioners discussed outreach options — stickers or recognition campaigns for participating businesses, low‑effort surveys, and inviting local sustainability groups to help coordinate.
Next steps: commissioners agreed a survey and partner outreach would be a sensible first step before pursuing any regulatory approach; staff offered to resend the mayor/council goals and Imagine Urbana materials so commissioners can align SAC priorities with city initiatives.
