Shane Schneider, county DOT director and county engineer, presented a contract with USIC Locating Services LLC for joint utility-locating work and ticket screening to process excavator 811 ("Julie") calls. "Last year we got around 17,000 tickets," Schneider said, explaining the county pays a $1.25 handling fee per ticket (about $20,600) and that the contract and associated appropriations are intended to keep locates efficient. Member Hewitt moved the contract; Member Kasben seconded and the motion carried.
Schneider also described a phase‑1 engineering agreement with Stanley Consultants Inc. to study intersection improvements at Rollins Road and Wilson Road, with a maximum phase‑1 cost of $1,773,869 and $2,130,000 appropriated from the quarter-percent sales tax for transportation. The study will evaluate signal upgrades, turn lanes, roundabout alternatives, drainage and bike-path connections and is expected to take 18–24 months. Member Hunter moved the Stanley agreement; the motion was seconded by Member Casben and carried.
