Community Relations Director Crystal Miranda presented three proposals — San Antonio Sound and Light (cost-effective option), Nelco (full system overhaul), and Forte (reuse existing equipment) — and recommended selecting the vendor that best met the city's needs for hybrid participation and reliable streaming. City staff explained PEG funds are restricted to public-access uses and that the city has accumulated a balance from cable franchise revenues that can be used to support streaming infrastructure.
Council discussion focused on scope differences between a cost-effective package and a full overhaul, warranty and timeline questions, and the importance of preserving funding for additional podcasting and streaming equipment. City Manager Dr. Caldera described PEG funds as the appropriate funding source and said the city could terminate or adjust scope if vendors increase costs. Councilor Horacio moved to approve the San Antonio Sound and Light proposal for $81,634 and the motion carried by voice vote.
Staff said vendors are backlogged and the project will begin after scheduling; they also plan outreach to publicize the city's PEG channel and streaming options once upgrades are complete.
