Council advances drive‑thru coffee shop SUP at Bandera & Hebner to consent agenda

The City of Leon Valley held a public hearing March 3 on a specific-use permit (SUP) application to allow a drive‑thru coffee shop on a 0.44-acre parcel at the northeast corner of Bandera and Hebner.
Planning & Zoning Director Michael Gallardo described the site (Lot 10, Clear Creek Village), explained that the three adjoining lots will share a parking lot and common ingress/egress, and said the SUP "is compatible with the surrounding areas." Gallardo noted the building footprint will be about 510–520 square feet and that setbacks, fencing, signage and lighting requirements must be met.
Councilors questioned traffic and circulation at the corner. Gallardo and staff explained the intent is to route drive‑through circulation into the shared parking area so queuing does not extend onto Hebner, and they noted the parcel fronts a major thoroughfare. No members of the public in chambers spoke against the proposal at the hearing; the council voted to place the item on the consent agenda for the March 17 meeting so a final vote can be considered then.
Because this was a first reading/public hearing, no permit was granted at the March 3 meeting and conditions and technical requirements will be reviewed before any final approval.
