Human Resources presented an updated Public Works Technician 3 job description to explicitly include stormwater management and solid waste duties; commissioners approved the revision and the previously unfreezing of the position to permit recruiting. Court Services Director Nori Gregoire explained a proposed change to juvenile detention officer qualifications to require a minimum age of 21. Gregoire described that age floor as a widely followed best practice (not statutory) intended to maintain a maturity gap between staff and youth in custody; HR and the civil prosecuting attorney reviewed the matter and commissioners approved the change.
The board also voted to allow the risk manager and the chief civil deputy prosecuting attorney, with the Board Chair’s approval, to settle routine claims up to $3,000 without bringing each small claim before the full board. Commissioners said the delegation would streamline low‑value property/damage claims while leaving larger matters for full board review.
Finally, the board approved hiring an internal candidate to an administrative services supervisor position above Step B (staff corrected the motion to place the hire at Step E). Commissioners clarified funding sources and moved the hire forward.
All HR motions were approved unanimously (3‑0). Commissioners asked staff to continue vetting legal compliance on any age or hiring practices and to return with finalized paperwork as needed.
