The Opioid Abatement Authority Grants Committee reviewed and approved staff recommendations to open a state‑agency request‑for‑proposals (RFP) with $9,400,000 available for competitive awards this cycle.
Charlie Lincomb, the authority’s director of operations, said the proposal cycle is slated to open March 14 and run through May 27, with the grants committee scheduled to hear recommendations on Aug. 1. He said the increase in available competitive funds reflects carry‑forward amounts and previously unawarded funds from prior cycles. "This year, we have $9,400,000 in funds available," Lincomb said.
Lincomb emphasized statutory constraints the committee adopted for state‑agency awards: they must be within an agency’s statutory authority to administer, awards should be one‑time in nature (not create ongoing Commonwealth obligations such as full‑time positions funded indefinitely), and OAA awards should not be used to support legislative advocacy. "The OAA award should not be used for connected to, like, legislative advocacy efforts in the Commonwealth," Lincomb said.
Staff will require all proposals to be submitted through the OAA grants portal this cycle; a webinar on how state agencies can use the portal is scheduled for March 5. Lincomb also said agencies must submit renewal proposals to continue a project into the next performance period even if they are not requesting additional funding, reflecting how OAA funds are allocated year by year.
Committee members did not oppose the recommended RFP requirements; the chair called for a motion and the committee approved the RFP and requirements by unanimous consent. Staff will return to the committee with any clarifying revisions and will present the administrative‑approval language and other items at the June meeting.
Next steps: state agencies planning to apply should attend the March 5 webinar and submit proposals via the portal by May 27; the grants committee will review recommendations in August.
