Chair opens Mobile County commission conference; commissioners approve contracts, discuss ARPA reallocation

At a conference session called to order by the Chair, the Mobile County Commission approved a slate of routine agenda items including service contracts, appropriations and road-construction bids and discussed timelines for reallocating unspent American Rescue Plan Act (ARPA) funds.

County staff summarized the agenda and presented a pending resolution authorizing the issuance of the county's limited obligation warrant series 2026 to fund eligible capital projects under the Gulf of Mexico Energy Security Act. The commission approved a $8,500 professional services agreement with Hilltop Securities to perform arbitrage rebate calculations for prior warrant series.

The meeting included multiple appropriation contracts from district education funds, such as $2,500 to the Azalea City Community Development Corporation for a prom initiative, $20,000 to the Saraland Area Chamber of Commerce for operational expenses, and awards to school programs including $9,600 for Callaway Smith Middle School and $13,500 for Wilmer Elementary School. Staff also presented a facility-usage agreement with Bishop State Community College to use the Frederica G. Evans Cultural Center for upcoming primary and general elections at no cost to the county pending legal review.
