Baldwin Park moves ahead with council chambers renovation; staff to seek bids using ARPA funds

The Baldwin Park City Council on March 4 received and filed plans for a council chambers improvement project that would modernize the dais, add ADA access, upgrade audio and video equipment and build a new vestibule. The project presentation was made by David Lopez, engineering manager, and introduced by Daniel Padilla, director of public works.
Lopez described the core scope: a new vestibule, restroom upgrades, ADA improvements (four wheelchair positions), revised seating and finishes, recessed monitors, and an audio/video retrofit. He said the current seating would drop from 99 to 94 to make room for ADA positions while improving accessibility.
Padilla and staff summarized prior bid responses: two responsible bids were approximately $4.5 million and $5.6 million (an average around $5.0 million). With the scope adjustments discussed in the meeting (removing some additive alternates and third‑floor improvements), staff estimated a revised cost near $4.6 million within a $5.5 million budget. Staff noted the need to spend ARPA funds by Dec. 31, 2026, and recommended moving forward to bidding while negotiating minor adjustments as needed.
Council members asked about salvaging existing wood millwork for community keepsakes and about adding digital nameplates and voting displays; staff said those items could be considered as minor additions or alternates and that more detailed cost estimates would come back during contracting. The council voted 5–0 to receive and file the project materials so staff can proceed to bid and finalize contract documents.
Next steps: staff will issue bid documents, evaluate bids, and return to council for award and any additive alternate decisions; ARPA timing requires procurement and purchases to be timed to meet the 12/31/2026 spending deadline.
