The Baldwin Park City Council voted 5–0 on March 4 to approve a contract with the Inland Valley Humane Society and SPCA to provide animal shelter and control services for the city.
Captain Hendrickson, who answered questions about the operations, told the council staff is comfortable with the information in the staff report and is available to answer questions. He confirmed that the city will receive monthly invoices from the Inland Valley Humane Society and that revenue credits will be reconciled on a monthly basis.
Council members discussed licensing fees for pets under the new agreement. The council record indicated unaltered dogs will be licensed at $100 annually and altered dogs at $30 annually; the change is intended to encourage spaying and neutering. Council members emphasized that the new contract was selected with both fiscal and service‑quality considerations in mind.
Council member Lozano moved to approve the contract; Mayor Pro Tem Ayala seconded. The motion carried 5–0.
