The council record indicated unaltered dogs will be licensed at $100 annually and altered dogs at $30 annually; the change is intended to encourage spaying and neutering. Council members emphasized that the new contract was selected with both fiscal and service‑quality considerations in mind.
Council member Lozano moved to approve the contract; Mayor Pro Tem Ayala seconded. The motion carried 5–0.
