UMN sustainability chief details campus climate action plans, STARS progress and EV goals

Chief Sustainability Officer Shane Stennis presented the University of Minnesota's annual sustainability report to the Finance and Operations Committee, linking the work to the board's 2004 sustainability and energy-efficiency policy and the MPACT 2025 strategic plan.
Stennis said climate action plans have been completed for the Twin Cities, Duluth, Rochester and Crookston campuses, with Morris in final stages for June board review. "The climate plans establish ambitious goals for reducing the pollution that causes climate change and to make the campuses resilient to climate change's impacts," he said.
The presentation highlighted external validation: the university participates in the Times Higher Education Impact Rankings and the STARS framework. Stennis said three campuses have achieved STARS gold ratings; Crookston submitted for the first time last year and achieved silver and is planning to resubmit this summer to pursue gold. Rochester is compiling its first STARS submission with Climate Corps support.
On operations, Stennis described work to reduce energy-use intensity (EUI) and increase renewable supply. He noted that Morris already receives 100% of its electricity from renewable sources and that the Twin Cities campus plans a solar capital project for fiscal 2026. In transportation, climate plans set EV targets ranging from about 30% to 70% of fleet vehicles over the next 10–15 years; the university purchased more than two dozen EVs and plug-in hybrids over the last year.
Stennis emphasized sustainable building design standards, including state sustainable building guidelines and a pilot to apply LEED for existing buildings. He also discussed procurement initiatives to increase the share of purchased goods meeting third-party sustainability standards and university-led waste-reduction planning on the Twin Cities campus targeting a 90% recovery threshold commonly referred to as "zero waste."
Stennis acknowledged four primary challenges: higher first costs versus life-cycle cost benefits, misaligned payers and beneficiaries for capital upgrades (for example, EV charging infrastructure), entrenched vendor relationships and supply chains, and limited staff capacity to both maintain existing systems and implement new sustainable processes. He asked the board for guidance on priorities and said campuses will continue to tailor strategies to local contexts.
Regents asked for a clear progress-tracking scorecard (a "green/yellow/red" tracker), emphasized the role of students in advocacy and implementation, and raised questions about prioritization and cost-effectiveness. The committee received the report for review; Stennis said some items will return to the board for action with supporting budget or capital requests.
