Council streamlines urban center permitting, votes to retain townhouses as permitted use

The Snohomish County Council voted 4-0 Feb. 4 to amend urban center zoning rules to streamline permitting and to retain townhouses as a permitted use in urban centers.
Deb Everson Bell, council staff, said the proposed ordinance would amend urban center zone development regulations in Snohomish County Code chapters 30.22, 30.31a and 30.34a and that the goal is "to streamline the permitting process by removing the urban center design review board from the permitting process." Bell outlined four proposed amendments and recommended adopting amendment 2a, which would retain townhouses as a permitted use in the urban center zone.
The council opened public testimony and received none. Members approved a sequence of amendment sheets (including amendment 2a to retain townhouses, and housekeeping amendments 3a and 3b) by unanimous voice votes and then passed the amended ordinance in a roll-call vote, 4-0.
The changes are intended to align the county code with the comprehensive plan update and to streamline permit review; staff provided a roadmap to help councilmembers navigate the amendments. The council adjourned at the conclusion of the agenda.
