Snohomish County Council on Feb. 4 approved an amendment to county land-use code to replace the term "church" with the neutral phrase "religious facility" across multiple code chapters, a change staff said updates the county's growth-management vocabulary.
Deb Everson Bell, council staff, told the council that proposed ordinance 25-077 would "replace the existing definition of church with the neutral term of religious facility" and that the change requires updates to several Snohomish County Code chapters (30.22, 30.23, 30.26, 30.27, 30.28, 30.31f, 30.32b, 30.32e, 30.67, 30.91c) and the addition of a new code section 30.91r. Bell said the county executive proposed one amendment to correct a typographical insertion error.
The council opened public testimony and received no speakers. A council member moved to approve ordinance 25-077; the council approved a proposed amendment sheet and then voted to pass the ordinance as amended, 4-0.
Recorded action includes adoption of the amendment sheet and final passage of ordinance 25-077 as amended. No substantive public opposition or testimonial input was recorded at the hearing.
