He said the plan is to advertise bids in April and return in May for award so construction can begin earlier than with a single, large bid package.
Pauley explained the rationale for rammed aggregate piers: rather than expensive individual concrete piers that encounter water‑table complications, the project will use many smaller, drilled aggregate piers to improve soils across the pad and reduce overall cost. He also described the generator yard location, emergency backup systems, and how site logistics will be staged in a southwest laydown yard that later can be converted to public parking as the development phases progress.
Board members asked about utilities and existing railroad tracks shown on site drawings; Pauley said tracks and certain utilities will be removed or relocated as part of development coordination. The board then voted to approve each of the four early bid packages to move the packages out to bid.
