The board presented a signed card and offered public thanks for Tuttle's years of service.
Tuttle, who spoke briefly, said he leaves the board confident in its direction and urged county leaders to begin capital planning for a "second wing" to expand shelter capacity. He encouraged priming candidates during the election year and to press for funding under capital improvement projects after November.
The board's remarks were unanimously appreciative; no formal action was taken on a capital project at this meeting. The meeting adjourned following the recognition and a motion to close.
