Sports Authority votes to exit site coordination agreement and extend parking-management contract

The Sports Authority approved two related actions affecting operations at the Nissan Stadium campus: an amended and restated site coordination agreement that removes the authority as a contracting party, and an extension of the parking-management agreement with Parking Management Company LLC.
Metro deputy law director Tom Cross explained the change as a realignment of responsibilities to reflect Metro ownership of most stadium‑campus parcels. He said the development agreement with the Fallon Company and leases with the Titans allocate construction and many operating obligations to other parties; the amended site coordination agreement transfers those duties away from the authority.
"At the end of the day, the request is that you approve this new, site coordination agreement that doesn't involve you as a party," Cross said. "I'm here to tell you, you can't reach an agreement that you're not a party to." He added that many site obligations—parking, plaza maintenance and certain operating responsibilities—now land with Metro, the Titans or the developer.
On the parking item, staff asked the board to extend the existing PMC contract for three years while preserving Metro's right to terminate all or part of the contract as the campus is redeveloped. Staff said the authority would continue to receive monthly revenue from PMC to cover upkeep costs for the lots it manages in the near term.
Board members asked whether extending PMC's term precludes future competition. Staff replied that, because lots will be taken offline for development and the available inventory will shrink, maintaining continuity with the incumbent was recommended to avoid failures during handoffs.
Both measures were moved, seconded and passed by voice vote during the meeting.
Context: staff said council action on related development agreements (Fallon Company and TPAC MOU) is expected on future council readings; some campus parcels and future agreements will be brought to council in coming months.
