Kent council awards $472,512 contract to upgrade Riverbend irrigation controls

Parks director Julie Paris Condola told the Kent City Council that Riverbend Golf Complex's irrigation infrastructure is approaching 40 years old and is beyond its expected life cycle, making a phased replacement strategy necessary.
"We estimate around $4,500,000 of irrigation repair need at the golf course," Parks Director Julie Paris Condola said, and staff proposed starting with a control-system upgrade that improves water-efficiency through weather-based scheduling and modern remote control.
The engineer's estimate for the Phase 1 control upgrade was $475,000; the lowest responsive and responsible bidder was Northwest Irrigation Contractors LLC at $472,512 after tax. Paris Condola said the project includes a central software platform, satellite controllers, communication infrastructure and integration with the pump station, and the city intends to phase additional irrigation work over time to reduce fiscal impact.
Councilmember Boyce asked about the schedule and the director replied the city aims to complete the work before the summer golf season and that contract documents are nearly ready for signature.
Councilmember (mover) moved to award the Riverbend Golf Course Irrigation Upgrade Project to Northwest Irrigation Contractors, LLC and authorize the mayor to sign all necessary documents subject to final terms and approval; a second was recorded and the council voted in favor. Mayor Ralph declared the motion carried.
Paris Condola also reported Riverbend finished 2025 with a $700,000 net profit and that the course's fund has a beginning balance and reserves that staff are managing to support capital needs. The council thanked the parks staff for stewardship of the facility.
The contract award was approved by council vote; staff will finalize contract terms and return any necessary documents for signature.
