West Windsor approves $231,000 bond for firehouse sprinkler, adopts code change and consent-agenda contracts

At its Feb. 24 meeting, the West Windsor Township Council adopted Ordinance 2026-01, a bond ordinance appropriating $231,000 to replace the fire sprinkler system at West Windsor Fire Station No. 43 and authorizing the issuance of $220,000 in bonds or notes to finance part of the cost.

Kevin Applegate, chief of the West Windsor Volunteer Fire Company, thanked the council for working on the project and urged timely replacement of the aging system. "We will look forward to getting it replaced to protect [our personnel and property]," Applegate said.

The council also adopted Ordinance 2026-10, an amendment to the municipal code related to the Shade Tree Commission, after opening and immediately closing a public hearing with no public comments. Both ordinances passed by roll call; the bond ordinance will take effect 20 days after the mayor signs it.

On the consent agenda, the council approved Resolutions 2026-R052 through 2026-R059. Key items included approval of liquor-license transfers (R052 and R059), a contract with Evisage Technologies for public-safety training software not to exceed $35,362 (R054), a $55,000 agreement with the Watershed Institute to prepare the Upper Millstone River watershed management plan (R056), and a landscape-maintenance contract with Riverview Companies, North Jersey LLC for $134,499 (R057). The council also authorized a grant application for crack repairs to various township courts and parks (R055) and rejected bids for a public-land maintenance project (R058).

All consent-agenda items called up for a roll-call vote were approved by the council. Several items were pulled or discussed separately, including Resolution 2026-R051 (the state-of-emergency petition) which the council considered and approved later in the meeting.

The council closed the meeting after routine reports and adjourned at 8:01 p.m.
