Greenacres council adopts FY2026 millage and $81.8 million operating budget

The City of Greenacres City Council unanimously approved two ordinances on Sept. 17 finalizing the city's fiscal year 2025'26 tax rate and operating budget.
Miss McHugh, a city staff member who presented the hearing, told the council that Palm Beach County's certified total taxable value for the city is $3,382,129,026, an increase of $240,847,423 (about 7.67%) from the prior year. "This ordinance sets the total millage at 6.3 mils," Miss McHugh said during the presentation of Ordinance 2025-17, the ad valorem measure required by the Truth in Millage process.
The council opened and closed the public hearing on Ordinance 2025-17 with no speakers from the public. The motion to approve the ordinance on second reading was made by Mr. Tharpe and seconded by Mr. Noble; the motion carried unanimously.
The council then considered Ordinance 2025-18, the operating budget for the fiscal year beginning Oct. 1, 2025, and ending Sept. 30, 2026. Staff described the budget as appropriating roughly $81.79 million for FY2026; the transcript records two nearby figures during the presentation ($81,792,020.26 and $81,792,071). Miss McHugh confirmed the ordinance had passed first reading on Sept. 3 and recommended approval on second reading.
With no public comment on the budget, Miss Diaz moved to approve Ordinance 2025-18 and Miss Dugo seconded. The measure passed unanimously.
Mayor Shaw presided over the meeting and announced the motions carried. Council member Busquay was listed as absent during the roll call; the council otherwise voted with all present members in favor.
After the budget actions, the council read two proclamations: one designating September 2025 as Hunger Action Month, citing Feeding South Florida's regional work, and a proclamation recognizing IT Professionals Day.
The ordinances adopt the millage and appropriations for FY2026; the meeting record provided the certified taxable value, the council-approved millage (6.3 mills), and the budget appropriation figures as presented by staff. The council took no further action at the meeting on those items.
