Vienna to begin Nutley Street culvert replacement; major lane closures expected through 2026

Brad Baer, director of public works, and deputy director Alan Chen told the Vienna Town Council on Feb. 23 that construction on the Nutley Street culvert replacement will begin imminently and will proceed in five phases through January 2027.
Alan Chen described the work as replacing an existing triple 36‑inch culvert with a 10‑by‑6‑foot box culvert to increase conveyance (from roughly 20 square feet to about 120 square feet) and reduce upstream flooding. Phase 1 begins with demolition of the center median at the Nutley/Marshall intersection and a single northbound lane closure. Phase 2 (March into early summer 2026) will close two southbound lanes. Phase 3, scheduled for summer because of Marshall Road Elementary School’s calendar, was identified as the most disruptive: two southbound lanes will be closed and the left‑turn lane reduced; staff expect this to be the period of the greatest impact to commuters and nearby residents.
Chen said staff coordinated with VDOT, the public‑information office, nearby HOAs and Fairfax County Public Schools; meetings with the school and the PTA are planned to coordinate bus schedules and family notifications. Councilmembers and staff stressed outreach and updates for residents. The presentation emphasized that some sidewalk closures and temporary signalization will be necessary and that the town has procured long‑lead materials and obtained required permits.
What’s next: construction begins immediately and the town will continue outreach; residents with questions were asked to contact Alan Chen or the Department of Public Works.
