The motion included a requirement that the school install “sound mitigation measures consistent” with the recommendation and allowed for acoustic block wall or dense vegetation as acceptable materials.
Chairman Matthew Glassman, who said he welcomed the building improvements, told the commission he supported construction but not an immediate enrollment increase. “My view is that I am perfectly fine with the building of the school,” he said, “but I do not want to recommend expanding enrollment until those [noise] problems are solved.”
Sarah Mariska, representing Green Hedges School, said the applicant was proposing acoustic block or similar material at play‑area property lines and that the school had engaged a sound consultant. “We are happy to provide acoustic block on all of those areas adjacent to the playground and that’s a commitment in the conditions irrespective of any analysis,” she said.
Despite approving most of the site‑plan changes, commissioners remained split on the CUP item that would raise enrollment from the current 190 students to 210 and increase staff. Commissioner Atlas Noble moved to recommend denial of the CUP amendment to the Board of Zoning Appeals; after discussion the motion to deny the CUP carried. The chair said the commission’s memo to BZA and town council would capture the range of positions, including that a majority supported the site‑plan modifications while a separate majority supported enrollment growth — a split that the chair said required an explanatory report.
Commissioners listed specific concerns in their comments: unclear quantification of noise‑reduction outcomes in the applicant’s materials, the need for a robust phasing plan linking improvements to any enrollment increases, enforceability of conditions over time, and limits on neighborhood parking and contractor staging during construction. Several commissioners recommended annual reporting to town staff on noise, traffic and buffering maintenance so the town can track compliance; staff noted that zoning enforcement remedies exist should permit conditions be violated.
The commission’s recommendations now go to the Board of Zoning Appeals (for the CUP) and to the town council (for the site‑plan modifications). The commission directed staff to prepare a detailed memo describing both the motion language the body approved and the minority viewpoints that led to the split recommendation.
